Since 2008, CSF has worked with Virginia on its Paternity Establishment Program to assist the Commonwealth in obtaining voluntary paternity acknowledgements for parents of children born out of wedlock.
Under Virginia’s Paternity Establishment Program information is obtained and processed for parents of children born out-of-wedlock, shortly after the birth, if possible. Parents are given the opportunity to voluntarily acknowledge paternity by completing an Acknowledgement of Paternity (AOP) form. CSF images and tracks copies of the AOPs in cooperation with birthing hospitals and the Office of Vital Records, and quality assurance reviews of all AOPs will be performed to ensure completeness and accuracy. All scanned AOP images are made immediately available to child support staff for search and retrieval viewing. CSF also runs an ongoing public relations campaign promoting the importance of paternity; a training and outreach program for hospital staff, child support workers and other public agency staff; and provide ongoing technical assistance to hospital staff, parents, and the general public via a VAPEP Web site and a toll-free, 24/7 hotline.
